5:10 PM Facebook's (FB) proposed (and controversial) data use policy changes could be a sign the company will finally monetize Instagram, thinks Sterne Agee's Arvind Bhatia. The policy changes pave the way for Instagram to leverage Facebook user data and deliver targeted ads, Bhatia observes.
