Absolutely agree, fine doesn't make sense. But with couple of cases of fine, people might at least think not to keep flower pots on their balcony walls! And that is how it is done in other housing societies too!
But what other option we can offer, other than hoping people will be more responsible and children will adhere to our "communication".
Another point is, who ever is getting injured (falling pots etc) can file a criminal case against the offenders, under "attempted murder" section! That will be a nice "case" to boast around for Suncity too!

Charging fine is not solution for every day to day activity which is wrong. Everyone has repeated the same mistake after being fined, whether traffic rules or school etc.
Its our own responsibility to take precaution for such acts. Life is precious, even charging huge fine cannot bring it back.
Each resident should take care of pots in there balconies. Its common sense which guide us where to put them so that they do not fall.
Pedestrians should also walk a bit far from balconies limits and same should be communicated, to kids too.

Don't you pay fine for each and every traffic violation, non payment of taxes, school fees, insurance fees, list goes on! Do you have an alternative method of making people comply? 'if so please let us know.
When people act like school kids then they would be treated like school kids.

YES THERE SHIOULD BE FINE IMPOSED TO THE RESIDENT WHO KEEPS HIS/ HER FLOWER POTS IN THE BALCONY AS IT CAN BE FATAL!!!!!!!!!!!!!
I suggest that the Block Leader/ Representative of the respective blocks should ensure that none of the residents are keeping flower pots in their balconies and anyone caught doing so should be highly penalised.
SOA can take Action for the blocks which are controlled by them and rest of the blocks which are still under CLPD should be checked by the block leader/ representative.
I belong to block 5 and we would be talking to our residents not to place the flower pots in their balconies, we will also put notices and if it is still repeated we will penalise the residents.

NO ONE should be allowed to keep flower pots or anything dangerous on balconies which may fall. And this should be implemented immediately or heavy fines should be imposed. Proper communication in this regard must be made to the residents.
