Hi Subhguru,

The layout is hassle free and only the claimed land of 11 acres and 15 guntas for which the compensation was not accepted by the original owners (farmers) was under dispute and same was posted by BCCHS in a public notice. The layout is calm and lot of construction activity has taken place lately. School and other amenities have come up. I happen to visit my site 2 days back and I am happy with the overall development of the layout.

The layout will be sort after in future as it is near to JP nagar and Metro is coming near that area. Lot of big builders (Shobha etc) have apartments in the periphery. Even I was offered a good price for my site by a prospective buyer who was looking for an investment.

Prices are bargain in this area as of now considering the prices in this part of Bangalore.

Basically plot is loan is nothing but a composite home loan only. Though Axis bank will not ask you to start construction within 2 year time, this is their main attraction point. Though they are taking a precaution and to avoid any future audit risks they are taking this affidavit.

pls check bankbazaar.com. u can compare various banks interest rates side by side. With HDFC and Axis i have good experience till now.

have you completed one year taking plot loan with Axis. If yes, are they continuing with the same interest rate or are they charging extra - if there is no construction of house within one year.

Hi,Guys
There is no point approaching a contractor before you get your requirements clear.Every contractor has their own considerations in term of specifications.The cost is not based just on quality but quantity .In the current market prices a common residence will cost 1600/- to 2000/- per sft any thing beyond is above medium segment.


In case you are going for lump sum ask the contractor to quote without wood work where in you get a carpenter to get the wood work done on your own. In case of item wise it very clear and clean to delete the wood work item from list.

Hello !!
The Construction cost has increased over the past 18 months or so.. When we constructed our home back in 2011 , the labor wages were less.
Now they have increased almost by 40%. Also, the increase in all construction raw materials have contributed to the rise in overall Cost.

If you have the time , you can go in for Labour contractors . In this case, you'll have to be ready to procure all the required raw materials on your own !
Else, be ready to shell out anything around Re 2000/sft for construction !

This was an interesting incident that I wanted to share..

My friend had purchased a site in EC few months back through a RE guy, and while registering as suggested by RE guy he took DD for 6.5% instead of 5.6% and another DD of 1% ...everything went on smooth when he paid "office charges" of around 12k at govt. office.

Now recently when I got my site registered I enquired in sub registrar about stamp duty and registration charges, it's 5.6% and 1% of registering value and depending upon the bank there is separate DD had be drawn for depositing title deeds with the bank, which is 0.1% of the loan amount. My friend got surprised he had paid hard earned money of more than 60k to Govt. for nothing!

We enquired in sub registrar office, he said yes there an option available to get it back but a lot of running around to be done! Any one in the forum know exact process to get it, please do share. Sub registrar office guy is seeking "office charges" again to reveal the information and get it done.

Stamp duty and registration charges will be changing every year and will be declared in the state budget. As i remember, earlier till 31st March 2011, stamp duty is 6.5% of registered value and from 01st April 2012, it is changed to 5.6% of registered value. No change in registration charges(1%).

Even these charges vary with each state. The percentages mentioned above are for Karnataka.

The land/garbage/water mafia will switch from BJP to Congress. There won't be any difference for the ordinary folks like us. Now all the bribes will flow to Congress. Right?

I'd think corruptions and scams will increase 10x , looking at what's happening at the center.

Hi,

There will be 10x times more corruption, that means atleast 3x times cash will flow into the realestate market and since the no. of seats, mostly confirms full term of 5 years, realestate is in no way coming down in the coming days. It will certainly go up especially in bangalore where all the migration is adding upto the population, and I T being one of the back bones of realestate boom, is required all the more to plug leakages, putting stringent systems in place everywhere in the world.

Close deals if you are sitting on the fence.

All said, if there is a catastrophic war, or a financial melt down due to QE and its repurcussions just like europe; then yes real estate will crash. The odds of that happening in the next 5 years is anybody's guess.

Nothing to do with the party or their ideology. It all depends on the visionary leadership.

Atleast during S.M Krishna period, middle class people of Bangalore got BDA sites, as SMV Layout, Nagarabarhavi, BSK6th Stage, JP Nagar further Extension,
Anjanapura, Vijayanagar by MUDA...etc were done one after the other in short periods.

Later, we saw Dharmu, Kummi, Yeddy, Sada and Shettar. No one give any importance for BDA Layouts. all their statements were in papers not in reality.
Instead they used BDA as Rubber Stamp only to given approval for the private layouts and grabbing all the G Category sites to themselves rather than for Public.

If the new elected Congress Govt also follows the same treand, they will also get a kick on their back shortly by next year Parliamentary Election.

with Congress into Power -- in all sense RE should be up. Balckmoney flow would be on the Rise and all seasoned corruption dealers are in the party to help that. But this will only happen post Lok Sabha Elections NOT before that.

so invest now and wait till LS Elections.. for short team gains

Dear friends, I have come across a situation and need inputs from the forum members.

A layout was formed based on panchayat approval since the locality was then under panchayat. Plan approval for villa's were also from panchayat. Locality moved under BBMP limits subsequently. All sites / villa got A-khatha after paying betterment charges. One of the site with villa is still with layout promoter and up for sale.
query 1: Though the property is currently under BBMP, plan approval is from panchayat only.
query 2: I also understand 30x40 site can get appproval from BBMP for ground + 2 floors. There is a room constructed in 3rd floor (without door) with water tank above it.
is there a risk in buying this? what are those. pls suggest, thanks.

Hello!

I bought a 30 x 50 BDA site last year and later I came to know that my neighbor had occupied about 150 Sqft of my site when he constructed his house. He has built the side walk with the compound wall and a small toilet at back of his house in that 75 sqft. I was onshore for a project for a while and I came to know all about this when returened to India. I tried to talk to the neighbor and it didn't work out well. He says, I can use the compound wall as a common wall between the two plots which I don't agree to it.

Since I'm new to real estate, I'm not sure how to proceed further.I want my 150 Sqft back and I want to demolish the compound wall that my neighbor has built on my site. Pls. help me, any suggestions will be greatly appreciated!

Officials surreptitiously denotify 10 acres for builder

Officials of the Bangalore Development Authority and the Urban Development Department are in the dock for surreptitiously denotifying 10 acres of land meant for a layout in Bangalore South and transferring it to a private builder.

The land was earlier notified, converted into a layout, divided into sites and had been allotted to 24 applicants.

Despite having denotified the land and handing it over to a private builder of a gated residential villa project, the BDA continued to collect property taxes from the 24 allottees.

The issue came to light when Indian Navy Commander N. Sharavana, who is one among the 24 beneficiaries, went to clean his site, and was threatened by the staff of the real estate company. Sensing something fishy, Cdr. Sharavana went to the BDA and applied for the relevant documents through the Right To Information Act. To his shock, the papers showed that the layout had been denotified in favour of Sri Krishna Constructions, owned by one Purohit Jugraj.

"The BDA denotified the land seven years ago and the whole process has been kept under wraps," said Cdr. Sharavana in his complaint to the Bangalore Metropolitan Task force (BMTF).

The BDA had not intimated the site owners about the denotification. Not only that, it continues to collect property tax from the allottees till date, he said.

Cdr. Sharavana had been allotted a BDA site measuring 50 by 80 feet in the layout on Survey No. 20, Nagadevanahalli, Kengeri Hobli in 2003. Documents obtained through RTI revealed that the BDA had denotified the layout in 2007 vide an order (UDD/815/MNX/2005) dated 28/07/2007.

The gated community project called White Waters, which is coming up on the land, has been given permission inappropriately by the authorities concerned, Cdr. Sharavana's complaint alleged.

He said the site he was allotted through BDA is the only piece of land he owns. "In the 16 years of my military service I have no property anywhere in India," his complaint said. Till date, the 24 allottees continue to pay property taxes. In fact, the BDA despite knowing the status of the layout, despatched tax notices to the allotees for August 2014, he said.

Reacting to the complaint, the Bangalore Metropolitan Task Force has issued a notice to the BDA seeking an explanation. In turn, BDA officials have issued a notice to the White Waters project of Sri Krishna Constructions directing it to stop its building activities on the site.

This action has brought relief to the original allottees of the site as well as those who booked the villas in the project and who were not aware of the background, a site owner who did not want to be indentified, told The Hindu.

Asked to comment, BDA Commissioner T. Sham Bhat said the land in question was denotified in 2006 by the State government and the BDA has no role to play.

However, based on the complaint, a team of officials has been sent to conduct total station survey. "We are going to ensure the interest of allottees are not harmed and will even give assistance like police security if they want to construct their houses in the layout, as they are the original owners of the plot," an official said.

Dear All,

It was nice to attend the meeting today. After the meeting a few of us went around and would like to share some of our observations and photos also enclosed
1. BMTC bus terminus work has started next to Recoup hospital, spoke to the site engineer and understand by next 8-10 months the deopt will be complete
2. BWSSB Survey for DPR is in progress, and understand it was for both water and sewege, next 2 months the DPR will be completed, once that is done we should followup for starting and competing the work.
3. 80ft road work is in steady progress, the side culverts are in progress on both sides, hopefully next 2-3 months we should have connectivity to Bannerghatta road.

Hi,

We are buying an apartment in BTM 4th Stage and we have opted for Ground Floor. Is it mandatory that, we have to put Grills for our Balconies ? as we wanted to go for Glass French Doors for one Balcony instead of sliding aluminium door which is of ~8ft width. Experts pls advice.

Coming to the wood for balcony ..

As per carpenter, The Frame of the Door would be of "Red Sal " 5"x3" and the shutters(doors) would be of Venga Wood( I dont know the exact translation in english). Is it worth Investing ? or any drawbacks ?

the doors look very elegant and nice. But remember security also in the design - particularly since you are on ground floor. If you don't have any bars/grill work, it would be possible for anyone to break a glass and enter your premises. So factor some form of security in the design.

I am planning to construct a house G+2. One 1BHK for rent at GF, Duplex in First floor in 1410 sqft land.

I have consulted an architect who has given basic drawings and after finializing the drawings now he had sent me the quotation for the following.

1 BHK in GF
Duplex home in first floor including 3 rooms with attached toilets. Total 28 chedra (including overhead tank and external staircase for top floor).

Please check the estimation and let me know if this is fine or high.

The prices mentioned for Wood does not seem realistic, teak at 2000,sal at 700 and honne at 850 are very less. actual prices would be 3300/1200/1800 respectively.

Generally Centering, bar bending and concrete gang + your list should be 24K. EVen that price is more for solid block. For bricks, then its decent.

Please negotiate with your contractor for full labor concrete dont leave any thing like bar bending and shuttering then they will take you for a ride. Bar bending and shuttering calculations are very tuf and most of the time we will be paying more.

@current reate 26k including all is fine. 25k is best deal.

Granite slab quality is not determined by the smoothness but by the appearance and the density of the stone. Only polish quality is determined by the smoothness. The more dense the stone is.. better polished surface it will achieve. As far as Sadharhalli is concerned. 1st quality is rare to find and will cost anything between 70-75 only/sft + tax as applicable. 90 is an absurd price and you can get good color material in that price range. As far as 2nd quality is concerned. The prices are in range of 50-55 and certain blackish waves will be present in the polished surface or crystal dots will be present. And if you find these issues in abundance in the slab, then it is a 3rd quality Sadharhalli and will cost between 45-50 only.

Other color material will look more aesthetic and will add value to you investment & final looks.

I own a granite processing unit in Hosur. Unfortunately I cant get you Sadharhalli, but if you want color material (Mushroom White, Himalayan Blue, Kanakpura Red Multi, Bash Paradiso & few other colors) you can get in touch with me for factory prices.

How reliable of finolex cables these borewell installation people are fitting ? They are quoting from 58 to 62 rs for 2.5 sq mm, and not sure about the geniuity of this wires are market if flooded with finolex duplicates. i enquired abou this today at SP road and Kavitha enterprises told it is not problem if it is even 25 feet or more are they are doing it for agricultural purpose. Horizonal distance doesn;t count ,as vertical height if only considered ,and asked to go for Stainless steel mono block 1 HP motor which will serve the purpose.......not the aluminum one which is smaller and less efficient. When i enquired Suguna dealers they mentioned it is not possible and asked to go for submerssible motor.

I am still at dilemma which is right as texamo dealers say it will work 200% but suguna dealers mentions it won;t work. Which is right? . Please do help if anybody has same issue.

I have checked texamo site ,and there they mentioned pumps with head range from 6m to 40m . So with that i believe we can keep the monoblock pumps away from the sump more than 20ft....

I came to know through some sources that few people are using manufactured sand in the place of sand and also few ready mix plants are using msand or manufactured sand. Due to adulterated sand/filtered sand it is better to use msand is the opinion given by one friend. What is your opinion?
Is anybody know or used msand in their construction?
How is the quality? Who are the suppliers? What is the price?
please share the information.

I don't know about msand, but I can share one thing from my experience. Stick to what majority of ppl are doing/using as it will be time tested and economical.
Any deviation will lead to cost increase and provide opportunity for excuse to contractor/maestri for a bad piece of work they do. Also you will end up spending lot of time researching on new material that nobody has information about, or people will give incorrect information.

BTW it is not very difficult to get good sand, I think a good river sand cost 22 to 25k per load

If you are willing to learn a bit (actually a lot!) about design & construction, and intend to build a nice house for yourself, an architect is optional. If you are building a Mall or 35-storey apt block, an arch is a must. This is what I understand from my experience

If you want to optimize on arch fee you can do that if your building is simple one, but I suggest you take inputs/consultancy from an (structural) engineer for sure for pillar and beams position - those are important.

Most of the contractors/Mastri's you find here are not technically capable - they suggest you things that reduce there burden and for their convenience.
Once you decide to go with mastri only - then you will have no other option but to listen to him .

Hi,
We have finished the complete work on the house, including interiors. After around 2 months, the granite slab holding the sink started developing cracks. Some patch work was done. Now after around six months, the slab has cracked through dangerously at at least 4 places. The contractor says it is because of the weight of the double sink or due to cracks already present.
Whatever the reason, we want to replace the granite now and provide additional support There are shelves beneath the slab and also tiles on the backsplash. Can we manage to replace the granite slab without damaging the wood work

What is the best way to resolve this issue? Our Architect?contractor seem to be out of ideas.
Any help will be really appreciated.

The granite slab is 20 mm thick and around 6 feet long.

For a moment....i thought....what the cow?????? Yes, 20mm at 6 feet in length without adequate supports below are bound to break. Not sure on the double sink concept, where the slab is expected to bear the weight.

When you replace, try buying hard stone granite - this comes crack free. Either way, make sure that there is enough support below to share the load.

I have roughly calculated the area required for windowing, and it comes ~320sft.

I just got a reference for aluminium windows going at ~150Rs/sft, i am yet to get quotes for uPVC and powder coater Al.

Still thinking which is better , Al or uPVC?

Can you please give me the details of the materials that can be used for cleaning of Wirecut bricks? We don not want to paint these bricks. But clean and have a silicone based transparent paint applied post construction and cleaning. Also if you can give contact details of a contractor who can do the cleaning of these bricks

I had been to jigani last week to check granites below Rs.100 psqft. I checked shops like Sheetal Granites, Baba stones, Om Granites and few factory outlet shops.

Few quotations I got as follows: (All 18-20mm thickness, polished but not so smooth)
Adunik Brown - Rs. 80-95
Yellow Paradise - Rs. 80
Cherry Pink - Rs. 90 - 120
Brown Galaxy - Rs. 95-100
Multi - Rs. 80-100
Sahara Brown - Rs. 100-120
Matt finish Marble - Rs. 120-140
Sadarahalli - Rs. 65-95

Transportation: Min 2000-2500 based on distance
Loading charge - Rs.1 psqft
Unloading charge - Rs. 1 psqft
You need to keep around Rs 7-8 psqft extra other than the granite charge. Plus VAT adjustment when buying.

All these are 7x3 slabs. If you are going for large gang saw ones, the rates are higher.
I am in the confusion of going for granite or vitrified.
Vitrified has good grain designs and selection from RAK, NITCO etc.
Quality of granite is an issue unless you are good in granite selection.

Thanks for the details Blackstallion. I am also in the same dilemma, whether to go for granite or vitrified tiles. As per the agreement, the contractor has to lay vitrified tiles of ~Rs.50 per sq.ft. But, I requested him to upgrade it to granite for which he asked me to select a granite of Rs.70 per sq.ft and pay the balance amount (along with the additional laying charges).

As you rightly quoted, the purpose of laying granite will get defeated if we don't choose good quality ones. Any comment from the forum members?

To my experience there is no point buying ply from market unless you are regular buyer.If the BVK is at short distance then you can opt for it.Most shops in BVK don't maintain stocks of known brands.

I was told by a friend that it does cost less when buying for the entire house .
I am not a regular buyer so my knowledge is very very shallow..cant recognise the authentic one(other than reading the isi marks etc)

my carpenter wants to use waterproof blockboard for all the wardrobes(other than 6mm sheet which goes on the wall behind)
Is this better than using plywood?
Also which hinges are better for long lasting?
could u please suggest which brand of plywood /BB is good also where i can get it (i mean from a reliable source)

Hi Avani
Water proof block board is good ,but a commercial MR grade will do for wardrobes ,since there is very little chances of water or moisture issues.Block doesn't bend easily like ply.So block board is always better than ply in my understanding.For suppliers you need to look for nearest place to your site.Let me know location depending on which i can suggest a dealer.
You can use brands like kitply ,BA, Alpine,green , century , Archid etc...

Hi,

I am planning to go in for Interiors for my Apartment(3BHK, 1400sft SBUA).
My Requirements are these:
a) Wardrobes + Lofts + Dressing Table + Side Tables for all 3 Rooms.
b) WALL UNIT (TV + Pooja+ Showcase) + Dining Table + Crockery Unit in the Living Room.
c) Kitchen Cabinets (Below Counter + Above Counter + Loft) + Hob + Chimney.
d) TV Unit in the Master BedRoom.
e) Study + Mini Library in the Children's Room.
f) Cot for the Master Bedroom.
g) False Roofing with Gypsum in the Living Room.

I have met with multiple Interior Designers as well as Carpenters, i have seen these points with either of these w.r.t my requirements:
INTERIOR DESIGNERs
=====================
a) Cost is HIGH.
b) Designs are not Unique, its just a rip-off from existing ones.
c) Finishing is good.
d) No stress on the mind, the entire project would be handled by them.

CARPENTERs
=====================
a) Cost is OK.
b) Use their working knowledge or ours, but for them its difficult to conceptualize what we want and act accordingly.
c) Workmanship is a doubt.
d) Finishing is not so great.


For this reason, i am in a blanket of doubt, on how to proceed further.
I have a variable budget in mind and willing to negotiate the rates if the guys don't eat up more than the existing market rates.

I have got a lot of idea browsing into this site, and am hopeful that i would get a helpful answer to my queries as well.

Incase, someone is on the verge of buying materials and have finalized the place to buy, please buy me in, i could pool in as well to negotiate on bulk buys.

Look for some interior designers not the interior decorators .In most cases you find interior decorators not the architects .If you are looking for unique designs there is no doubt you need to spend more money (whether its your carpenter or turn key).For unique designs you need to invest minimum 2-3 months in design with the architect.
In case you go with carpenter on your own ,make sure the finishing detail are the same you expected.Since interior designs is all about finishes and shapes.

Thanks for the response.
Yes, i am looking at Interior Designers only, not Decorators, coz Decorators only look at the aesthetics part of it, which i don't want.
I need unique designs that are durable, worth every penny spent, finishing, modular, multi-purpose, etc.

As i put forth earlier, i am ok with spending money, but not more than what the design or finishing is worth for. Its a careful balance that i am looking at.
Yes, as you said, with Carpenters, we need to spend all the time with them, so that the finishes are upto mark, and according to the design.

I am looking out for such a carpenter who can understand my design or a snap of the design for conceptualization and build it accordingly.

Hi,
Dont' use self made POP designs, which may not tend to bend and the cornice lines may not match. However the malaysian gypsum based cornices bend a little more and the lines after fixed looks more strighter than POP based. Go for malaysian gyspum 8' length cornices.

1. The cornices plain design will look good, and if the quantity is more the price may come down to say Rs. 35.00 per rft.
2. Also the false ceiling work plain should be Rs. 50.00 per sft for larger areas.

sometimes people qutoe less price and after completion they demand more and also play cheap trick and they dont complete the work on time

few days back i got quotation rs875 for cabinets inside laminate and mdf shutter rs 300 per sft after final quotation again he offered 15% discount ...waterproof ply 70 range and merino laminate ...they take 25 to 30 days for completion

i enquired both ss baskets and tandem boxes price ...both r same hence i finally deciding to buy tandembox hettich and soft closin hinges fro ebco ....we can minimize our budget by reducing some accessories like corner unit and bottle pull out

i hardly have 10 days and i enquired 2 persons all r busy ..need good carpenter who has exp in doin tandem boxes n who can start work by this weekend ...plz refer good carpenter

I had originally planned to give contract to a childhood friend of mine. We had agreed on 10% contractor charges (calculated for both labour and material). But as luck would have it my plan approval got delayed and now he is busy with other projects. As a result i decided to go for a labour contractor. Will post more details of labour contractor rates in my next post.

I have finalized the labour contractor and the construction will start from tomorrow.

WATCHMAN SALARY: 2000 per month. 200/- per day extra when curing is needed on sundays. 200/- per day extra when work is stopped because of me (for example after completion of civil work till griha pravesha).

The last date for paying property tax in the Bruhat Bangalore Mahanagara Palike's (BBMP) limits has been extended to June 30. The BBMP started collecting tax for the 2013-14 fiscal from April 1.

Addressing press persons here on Monday, Chief Minister Siddaramaiah said that the five per cent rebate would be extended till June 30.

Last year, the BBMP collected Rs. 410 crore during the same period. The Assembly elections had affected BBMP's revenue generation. With most revenue officials posted on election duty, people complained that they were unable to pay taxes at the BBMP's help centres.

Following the poor response by people to the government's new borewell registration rule, the Bangalore Water Supply and Sewerage Board (BWSSB) has extended the deadline to July 31.

THe BWSSB had earlier extendedthe initial deadline of March 31 by a month to no avail. Now, the deadline has been extended to July 31, an official said.

As per the Ground Water egulation Rule/Act 2012, those using groundwater in areas notified by the Mines and Geology Department have to compulsorily register their borewells within 120 days of the notification of the new rule.

The BWSSB has appealed to citizens to submit the application along with the prescribed fee. Log on to http://www.bwssb.org

Sewage line clearing

The BWSSB is alos undertaking sewage line clearing work in Kempe Gowda Tower, Kumarapark, Jayamahal areas of North East-2 subdivision (Ph: 9845444020) and H.S.R. Layout, Kodichikkanahalli areas coming under South-4 subdivision (Ph: 9845444037). Residents can call the numbers and lodge their complaints.

Authorities must pursue new options to augment water supply to Bangalore and ensure equitable distribution, says M. A. Siraj

With the city fathers envisioning Bangalore to hold a crore plus people by the turn of this decade, can we expect equitable access to water and the few remaining water bodies in the city?

Rotting mountains of garbage have effectively soured the dream of a city which was once dubbed to be on the trajectory of being the next Singapore. The clogged traffic arteries and the noxious fumes emanating from them have made things worse. Now, the looming water crisis is encouraging the painters of doomsday scenario to predict — God forbid — an evacuation of at least half the population by 2023.

A report by the Department of Mines and Geology of the Karnataka Government reveals that 52 per cent of the borewell water and 59 per cent of tap water in the city is contaminated with sewage and is unfit for drinking. Of the nearly 200 lakes that existed once upon a time, barely 140 remain on the map, albeit for namesake, and are gasping for breath. Having been put under a toothless body called the Lake Development Authority, environmental activists fear that the ground has been officially paved for their eventual disappearance. Most of them are vast cesspools being dumped with rubble in order to be grabbed by the land mafia.

Irreversible damage

The only river flowing close to the city, Arkavathi, had ceased to be a source of water supply of any consequence long ago. Ecologists opine that the T.G. Halli reservoir and Hessarghatta lakes have suffered irreversible damage to their watershed area and will never get filled sizably as in the past. The BWSSB figures suggest that nearly 41per cent of the water being drawn from the Cauvery to quench the thirst of the growing city goes unaccounted. Over half of the nearly four lakh borewells in the city have gone dry, the water table having fallen deeper than their ability to extract the precious liquid. The water being supplied by the remaining ones is increasingly turning non-potable with fluoride content rising by each year. It is feared that even this measly quantity and awful quality would be beyond their grasp by 2018.

Though not everyone in the know of things is pessimistic about Bangalore as the Mines and Geology report would like to project, most would acknowledge that the situation is grim. Reason: not at all because Nature has turned unkind in any measure but because the distribution is totally inept and cares a damn about equity. Currently the Bangalore Water Supply and Sewerage Board (BWSSB) supplies 1,458 million litres of water per day.

The Board reports transmission losses to the tune of 41 per cent, thereby only 860 million litres reaching the consumers who occupy 16 lakh property in the city sprawling over an area of roughly 800 sq. km. One could question as to what happens to nearly 500 million litres, or nearly 34 per cent of water every day. According to experts, 10 per cent transmission loss is forgivable and even the best water-administered cities report between 10 to 15 per cent leakage. But in Bangalore's case, the theft, leakage and faulty/defective or lack of metering combine to deprive the majority of residents what should justifiably reach their taps. It is said, a whopping 56 per cent of property are unmetered.

It is here that the question of equity and insecurity-led storage comes into the picture. According to A.R. Shivakumar, rainwater harvesting specialist at the Indian Institute of Science, who has done considerable amount of work on water management practices, while the privileged in the city pay Rs. 6 to 9 for each 1,000 litres of water supplied to them by the BWSSB, the underprivileged pay Rs. 20 for the same quantity. But that's not all. There are sections of people in slums in the city who have to cough up even Rs. 250 for the same quantity of water fetched through autorickshaws or home-delivered on bicycles.

It is this uncertainty that leads the people to store water and invest heavily on building storages, be it huge sumps, overhead tanks or drums or plastic bingis, as the case may be. Shivakumar estimates that Bangalore homes can store 8,000 million litres of water on an average day.

The insecurity thus makes each consumer invest an average Rs. 5 for storing a litre of water. This is besides 763 million litres that BWSSB underground reservoirs store before being pumped onto overhead tanks. Shivakumar says storing is a bad practice. It leads to wastages as 15 per cent of all civil work has cracks. Stored water is vulnerable to contamination. More than anything else, it leads to an insecure mindset among consumers of this basic necessity, restricting access for the needy.

The four lakh borewells in the city — half of them being currently defunct due to fall in water table — too were sunk to augment the supply to residents at a huge cost of Rs. 16,000 crore, given that each single borewell cost Rs. 40,000.

The solution?

So, where lie the solution? Currently, 35 per cent of the water supplied by BWSSB goes for domestic consumers; 41 per cent remains unaccounted and is presumed to be transmission loss; non-domestic consumers take another three per cent; industries consume one per cent while Defence establishments and the Railways claim three and 0.7 per cent respectively. Public taps take another 16 per cent. With BWSSB drawing almost the full quota of 19 tmc ft. of water from the Cauvery, and the rains being constant in their precipitation i.e., 920 mm annually, where do we look for water?

Shivakumar says the city could have a sustainable supply if authorities energetically pursue options such as rooftop rainwater harvesting which could supply as much as 20 per cent of the needs and retrieve another 10 per cent through recycling of wastewater. Besides, all efforts must be directed to keep the ground charged for which lakes must be rejuvenated. Needless to say, the authorities would be required to introduce measures to cut transmission losses through effective metering and monitoring and ensure that the poor and the unwashed multitudes get it when they need it.

Officials surreptitiously denotify 10 acres for builder

Officials of the Bangalore Development Authority and the Urban Development Department are in the dock for surreptitiously denotifying 10 acres of land meant for a layout in Bangalore South and transferring it to a private builder.

The land was earlier notified, converted into a layout, divided into sites and had been allotted to 24 applicants.

Despite having denotified the land and handing it over to a private builder of a gated residential villa project, the BDA continued to collect property taxes from the 24 allottees.

The issue came to light when Indian Navy Commander N. Sharavana, who is one among the 24 beneficiaries, went to clean his site, and was threatened by the staff of the real estate company. Sensing something fishy, Cdr. Sharavana went to the BDA and applied for the relevant documents through the Right To Information Act. To his shock, the papers showed that the layout had been denotified in favour of Sri Krishna Constructions, owned by one Purohit Jugraj.

"The BDA denotified the land seven years ago and the whole process has been kept under wraps," said Cdr. Sharavana in his complaint to the Bangalore Metropolitan Task force (BMTF).

The BDA had not intimated the site owners about the denotification. Not only that, it continues to collect property tax from the allottees till date, he said.

Cdr. Sharavana had been allotted a BDA site measuring 50 by 80 feet in the layout on Survey No. 20, Nagadevanahalli, Kengeri Hobli in 2003. Documents obtained through RTI revealed that the BDA had denotified the layout in 2007 vide an order (UDD/815/MNX/2005) dated 28/07/2007.

The gated community project called White Waters, which is coming up on the land, has been given permission inappropriately by the authorities concerned, Cdr. Sharavana's complaint alleged.

He said the site he was allotted through BDA is the only piece of land he owns. "In the 16 years of my military service I have no property anywhere in India," his complaint said. Till date, the 24 allottees continue to pay property taxes. In fact, the BDA despite knowing the status of the layout, despatched tax notices to the allotees for August 2014, he said.

Reacting to the complaint, the Bangalore Metropolitan Task Force has issued a notice to the BDA seeking an explanation. In turn, BDA officials have issued a notice to the White Waters project of Sri Krishna Constructions directing it to stop its building activities on the site.

This action has brought relief to the original allottees of the site as well as those who booked the villas in the project and who were not aware of the background, a site owner who did not want to be indentified, told The Hindu.

We had no role: BDA

Asked to comment, BDA Commissioner T. Sham Bhat said the land in question was denotified in 2006 by the State government and the BDA has no role to play.

However, based on the complaint, a team of officials has been sent to conduct total station survey. "We are going to ensure the interest of allottees are not harmed and will even give assistance like police security if they want to construct their houses in the layout, as they are the original owners of the plot," an official said.
